
There needs to be a clear positive or negative incentive to ensure that processes are followed, or you will get a “wild west” approach where some projects follow the processes and others do not.
I knew of a Project Manager that had been in an organisation for many years tell me that they do not follow the process of resource assignment and allocation as it takes too long. This means that whenever they need to populate their project team they escalate to senior managers and demand that personnel are provided. Unsurprisingly this person’s projects are normally delayed, plus this causes annoyance to resource managers and fellow project managers. As their approach puts all projects that followed the process and that are correctly resourced at risk as now their people are taken or are over allocated. This undesirable behaviour is not stopped by the senior leadership so the incentive to this PM is to not follow the process as they are not negatively affected if they do not follow the process.
When there is a clear process to follow there must be positive and negative incentives in place to ensure compliance so there is structure to project delivery and not chaos.
