I believe that there are many benefits for clients and outsource service providers if the outsource service provider offered for a fee a consultancy service.

Throughout all my Human Capital Management projects I have seen how clients had challenges with their internal change management and understanding of their own requirements. Sometimes they were even unable to start or complete a project due to these challenges. As a result, I have seen the clear need for outsourcing service providers to offer a service in the form of consultancy to clients both in the Request For Information / proposal phase and especially in the implementation of the outsourced service.
